Anna Ella Carroll

    At the outbreak of the Civil War, she settled in Washington, D.C., and began writing letters, articles, and pamphlets in support of the Union. Carroll outlined a constitutional theory under which the secession of Southern states and the formation of the Confederacy were legal nullities.
